Both California (AB 580, AB 781, AB 478) and the federal government (PETS Act) have passed legislative mandates for specific animal planning and preparedness requirements during disasters. However, these mandates are often unfunded, non-specific, and lack necessary resources.
Through a grant provided by the American Society for the Prevention of Cruelty to Animals (ASPCA), CVET is launching the California County Animal Planning Initiative. CVET, partnered with emergency management expertise, is offering to review, update, and develop animal annexes to enhance the county’s overall animal disaster response capabilities.
CVET will work with interested counties to identify key components of the animal annex, potential challenges and needed resources, and will ensure the annex meets all state and federal planning requirements.
