During disaster response operations, it is common to have community volunteers who are not associated with a response team or Animal Services to arrive at animal shelters wanting to help. Liability issues in each county may differ, but if your county has a mechanism to utilize these volunteers it is often best to provide them guidance for a support role to animal operations. So much work needs to be done behind the scenes, and these spontaneous volunteers can often serve as a great resource to support day to day operations.
